Independent Delegation of International Lawyers to Nepal Published Report on Transitional Justice

25 October 2024, Kathmandu: The Independent Delegation of International Lawyers to Nepal has published a report raising serious concerns about Nepal’s Transitional Justice Bill.

The report highlights critical failures in Nepal’s transitional justice system. The continued delays in the transitional justice system perpetuate a culture of impunity, depriving victims of the truth, remedies, and the guarantees needed to prevent future abuses, the report reads.

The report’s findings reveal the ongoing failure of the Nepali state to implement an adequate legal framework for transitional justice and to fulfil its commitments under the Peace Agreement to investigate human rights violations committed during the armed conflict. In addition to raising concerns about the lack of justice for victims from marginalised communities and survivors of conflict-related sexual violence, the report focuses on restrictive legislation, policies, and practices that are shrinking civic space in Nepal. It also examines whether the recently passed Transitional Justice Bill can deliver access to justice that meets international standards.
