11 Jul 2014: Advocacy Forum (AF) has recently published a report “Vetting in Nepal: Challenges and Issues” in support of Asia Center for Human Rights (ACHR). The 109 pages report has analyzed the history of security forces (Nepal Army, Nepal Police and Armed Police Force), their recruitment and promotion, selection criteria for UN Peacekeeping Missions, pre-deployment training, accountability for human rights violations and selection of peacekeepers and existing practices and problems with implementation.
Likewise, it has discussed on the roles of oversight mechanisms and other relevant institutions such as: Ministry of Defence, Ministry of Home Affairs, State Affairs Committee of the Parliament, Public Service Commission, National Human Rights Commission, Commission for the Investigation of the Abuse of Authority, Truth and Reconciliation Commission and the Commission on the Investigation of the Enforced Disappearance, the Judiciary etc. in vetting of security forces.
