19 April 2012. National Human Rights Commission (NHRC) has sent a letter to the government recommending it to form Truth and Reconciliation Commission (TRC) and Disappearance Commission (DC) that meet the international standard. In the letter dated 17 April and addressed to the Prime Minister Dr. Baburam Bhattarai, NHRC Chairman Kedarnath Upadhyaya has requested the PM to pay attention to international standard.
TRC and DC bills are not subject to political parties’ consensus only but they are concerns of human rights community, civil society, conflict victims and journalists as well. These stakeholders should also be consulted in the discussion of these bills, the letter recommends to the PM.
