Venue: Seminar Room 3, Hedley Bull Centre #130, ANU. This seminar will address impunity, the problem of perpetrators of serious crimes being protected from prosecution or other forms of punishment and accountability. It will examine both the theory and historical context of impunity, and its particular manifestations in Asia. It will cover questions such as why states fail to investigate certain crimes; the effect of impunity on victims; and the way that truth and reconciliation commissions affect impunity.
Three leading international experts will deal with aspects of impunity and there will be time for questions and discussion:
