20 July 2011. The District Police Office (DPO) and the District Administration Office (DAO) of Dhading have today flatly denied registering an FIR vis-à-vis the murder of Goma Koirala by some Maoist cadres during the conflict.
The perpetrators pinpointed in the case are Ram Sharan Subedi from Duipipal, Nuwakot District, Srijana Rijal from Bhumisthan, Dhading District, and Narayan KC from Chattre Deurali, Dhading.
Goma Koirala, an inhabitant of Kebalpur VDC-2 of Dhading district was abducted and subsequently killed by the then Maoist cadres back on 12 January 2004. Both the DPO and DAO used the same clichéd logic of past violations to refrain themselves from filing the complaint.
After being pressurized by victim’s family and human rights defenders, the Deputy Superintendent of Police (DSP) of Dhading DPO, Ganesh Regmi, however, said that he can register it only after consulting with the higher authorities.
Under Section 3(5) of the State Cases Act 1992, the Chief District Officer (CDO) has to deal with any case brought before him.
Parshuram Koirala, the husband of the victim, had been seeking justice for past 8 years. AF has been providing legal assistance in the case.
