14 May 2013. In its torture briefing of July-Dec 2012, Advocacy Forum (AF) has analyzed the trends and patterns of torture practices in police detention facilities. The briefing has shown a slight reduction of torture percentage compared to that of the previous six months, i.e. Jan-June 2012; however, the prevalence of torture stands above the average percentage recorded by AF over the period of 2008-2010.
According to the briefing, 20.6% of detainees were subjected to torture or ill-treatment during the period of July to December, which is a decrease of 3.4% when compared to the previous six months when the average number of detainees reporting torture was 24%. The briefing has also identified juveniles as the most vulnerable group, facing the highest risk of physical and mental abuse in police detention. Similarly, Kathmandu, Sunsari, Banke, Ramechhap and Bardiya are identified as the districts as having the highest torture percentages based on the data AF collected from the 57 detention facilities in its 20 working districts.
