26 January 2011. The Appellate Court of Butwal has passed directives today to the District Police Office (DPO) of Rupandehi to immediately proceed with investigations regarding the suspected custodial death of Dharmendra Barai.
A seventh grader, Dharmendra Barai, 16, son of Hariram Barai and Vidhyawati Barai, a permanent resident of Gonaha VDC-2, Puraini, Rupendehi district was arrested by police at around 12.30 pm on 3 July 2010 on an accident death case. After the arrest he was taken to Khajuriya Police Post, Gonaha VDC-4, Rupendehi district where he was allegedly tortured to death.
Claiming that the boy succumbed to police torture, the family members had submitted a petition at the Appellate Court, Butwal, seeking an order of mandamus for initiating immediate investigations back on 9 September 2010.
