AF and ICJ Convened Provincial Discussion to Strengthen Policy Frameworks on Reparations

28 April 2024, Dang: Advocacy Forum (AF) Nepal and the International Commission of Jurists (ICJ) organised a provincial-level discussion aimed at enhancing policy frameworks regarding reparations for victims of severe human rights violations. Organized at Bhalubang, Dang, the dialogue aimed to foster synergy among government agencies, conflict victims’ organisations, and civil society stakeholders.

During the discussion, Mandira Sharma, Senior International Legal Advisor at ICJ, emphasised the urgency of Nepal’s Transitional Justice (TJ) process and the need for reparative rights for victims of human rights violations. Laxmi Pokhrel, National Legal Advisor at ICJ, highlighted gender considerations in the TJ process, particularly focusing on the challenges faced by Conflict-Affected Women (CAW).

Victim representatives shared compelling narratives, emphasizing the necessity for concrete support and acknowledgment from the government. They recounted the hardships endured by conflict victims, urging authorities to prioritize their well-being.

Khimananda Gyawali, undersecretary, Ministry of Internal Affairs and Law, outlined the initiatives undertaken by Lumbini province targeting the reparative rights of victims of serious human rights violations. Despite challenges such as budget constraints and policy ambiguities, Gyawali acknowledged the severity of the victims’ plight and the importance of addressing their concerns.

Parliamentarians Indrajit Tharu and Nima Giri stressed the need for a comprehensive approach to reparations, encompassing aspects like data collection, budget allocation, and proactive measures to tackle the challenges faced by conflict victims.

In conclusion, the meeting demonstrated a collective commitment to supporting conflict victims and advancing justice and reconciliation.
