Review of Nowak's recommendation submitted
On August 28, Advocacy Forum, Redress and APT submitted a
follow-up report on torture in Nepal to the UN Special Rapporteur on Torture,
Manfred Nowak, with the regard to the implementation of recommendations made by
him during his mission to Nepal back in 2005. The review focuses on progress made in Nepal during the last year,
with specific reference to concerns highlighted in the Special Rapporteur’s
report to the 10th Session of the Human Rights Council in March 2009.

with specific reference to concerns highlighted in the Special Rapporteur’s
report to the 10th Session of the Human Rights Council in March 2009.
The
submission first sets out general issues in relation to torture and other
cruel, inhuman or degrading treatment or punishment in Nepal and then provides
information on the implementation of the Special Rapporteur's specific
recommendations.
The submission also refers to an earlier submission made to the Special Rapporteur in Nov 2008 by Advocacy Forum (AF), the Redress Trust (REDRESS) and Human Rights Watch (HRW). The submission is predominantly based on information gathered by AF lawyers during regular visits to places of detention in 18 districts around the country.
