LOBBYING AND ADVOCACY

The major challenge to the protection of human rights in Nepal is the reigning culture of impunity. Advocacy Forum (AF) campaigns against impunity and campaigns for the reform of law and policy which is inconsistent with Nepal's international obligations. We work for the enactment of comprehensive legislation which adequately addresses disappearances, torture and witness protection. We have also campaigned for the establishment of the Truth and Reconcilliantion Commission and the ratification of various international treaties safeguarding the rights of people. Recently, AF has joined hands with different actors to campaign for the ratification of the Rome Statute of the International Criminal Court, the Convention against Disappearances, as well as the Optional Protocol to Convention against Torture.

AF has made presentations in different meetings and events in the USA, Switzerland, Finland, Korea, Hong Kong, India and Sri Lanka. During those presentations, human rights, the rule of law, threats to human rights defenders and the issue of impunity were discussed.

Because of AF's lobbying, the UN Special Rapporteur on Torture, the UN Secretary General’s Special Representatives on Human Rights Defenders and the Working Group on Involuntary Disappearances (WEGID) all visited Nepal. We had extensive meetings with all and facilitated visits to victims.

Prior to the peace accord being signed we sought support from America and the EU for the democratic movement in Nepal. We provided information about the situation in the country to the international media.

As the political situation has changed, we are now asking the international community to support sustainable peace and to help us challenge impunity. To share the experiences of those living in the country, we coordinated the visit of the International Centre for Transitional Justice to promote transitional justice in Nepal.
