Human Rights Documentation and Monitoring Department


The department systematically documents and processes the cases of human rights violations committed by the state and non-state actors. Within 24 hours of receiving a case, the department, in coordination with Criminal Justice Department, takes action on that case and develops specific strategies to promote that case. We share the report with different UN thematic mechanisms and other international human rights organizations. Due to the effective monitoring and documentation and sharing of such documented information, AF has played a major role in mobilizing the national and international opinion to respond to the human rights situation in Nepal. It is only through the careful documentation of human rights abuses that we are able to intervene to save lives and lobby for reform on an international level. When documenting human rights violations we are very careful to maintain our duty of confidentiality. The information we collect is not publicized unless there is full consent from the victims or their family.

In monitoring the cases of human rights violations, AF's concern is to contest the climate of impunity and to bring the perpetrators to justice. We explore and use appropriate national and international remedies and mechanisms for this and to provide remedies to the victims of human rights violations. On the national level, we file FIRs

  4. Illegal Detention
  5. Torture by state and non state actors
  6. Threat to human rights advocates/lawyers/journalists and media persons
